The acronym "S.E.E." stands for three essential elements of PHIGS' long-term success: scalability, effectiveness, and efficiency. Below are a few key points related to each of the essentials as they pertain how we pray, budget, plan and program to achieve our mission in moving each girl from harm to wholeness.

• The PHIGS vision centers around developing residential care communities that can be expanded to serve more and more survivors in the future, laying the groundwork for sustainable growth.
• Established organizations, such as Big Oak Ranch (Springville, AL), Advent Health, and Summit Wellness Centers, are being consulted to adopt proven strategies for serving vulnerable children effectively over the long-term.
• Our 501(c)(3) nonprofit status allows PHIGS to secure essential funding through corporate and foundation partnerships, government grants, and tax-deductible contributions, ensuring the financial stability needed to expand reach.

• Holistic care is provided, addressing both the physical and mental well-being of the girls served, supporting their healing and healthy development.
• A partnership with Summit Wellness Centers provides licensed counseling, trauma-informed care training, and preventative mental health resources for house parents. This specialized support leads to more stable and loving homes, as evidenced by studies showing caregivers who receive counseling experience significantly less turnover, ensuring greater stability for the girls in care.
• The focus is on safely removing girls from harm and connecting them with a family-based shelter and services as quickly as possible.
• The goal is to inspire positive futures for these girls, fostering their engagement in learning, family, professional care, friendships, new interests, education, creativity, and the creation of positive memories, preparing them for independent and fulfilling lives.

• A comprehensive infrastructure and operational framework, guided by best practices from leading organizations, like Advent Health and Big Oak Ranch, are being built to ensure efficient and effective delivery of care.
• The clear mission and focus on long-term residential care and support for a specific population—minor girls impacted by exploitation—allows for the strategic allocation of resources and the design of highly targeted programs.
• A commitment to responsible stewardship of resources and building a culture of accountability is maintained through the PHIGS governance model to maximize impact and achieve operational efficiency.

North Carolina requires residential childcare organizations to comply with licensing standards for group homes or residential facilities, including site-specific zoning, capacity limits, and operational protocols. Building dedicated communities allows us to design properties from the ground up to meet these requirements, such as secure perimeters, on-site supervision ratios, and accessibility for medical services. This proactive compliance reduces legal risks and accelerates our ability to open doors to children in need across the state.[4]

Children in our care often arrive with deep trauma from neglect, abuse, or separation. Our rigorously trained and vetted house-parents provide nurturing, consistent care, but real life demands flexibility. If a house-parent needs to take a child to the doctor, they can confidently turn to neighbors within the community—who are equally vetted and trauma-trained—to step in temporarily to care for the other children in the home. This interconnected safety net fosters trust and continuity, preventing the disruptions that exacerbate trauma. Faith-based models emphasize such "communities of care," where shared training creates a healing environment kids can rely on.[1][5][8]

House-parenting is a sacred calling, but it's demanding. Isolated homes leave families vulnerable to burnout, with turnover rates in foster care averaging 30-50% annually. Our neighborhood model builds an "extended family network" right next door: shared meals, respite rotations, emotional check-ins, and collective problem-solving. Faith communities across North Carolina offer spiritual encouragement, prayer, and practical aid that sustains long-term commitment.[2][4][6] This support boosts placement stability, ensuring children experience permanency, not repeated goodbyes.[8]

UACs face unique risks, including trafficking threats and immigration uncertainties, making well-planned security non-negotiable. Scattered houses lack unified protections like gated access, 24/7 monitoring, and emergency protocols tailored to this population. Our communities integrate these measures while maintaining a warm, home-like feel. This balances safety with belonging, allowing kids to play freely, and build trusting connections to family and friends under watchful and attentive care.[3]

Scripture calls us to care for "the least of these" (Matthew 25:40), and research affirms that faith-based communities yield better outcomes: higher foster parent retention, improved child well-being, and stronger permanency rates.[7] By embracing a survivor-aware community approach, PHIG Society creates "neighborhoods of hope" through our 9-point Guardianship Model—where house-parents thrive, children heal, and families form forever bonds. Attachment theory, pioneered by John Bowlby and Mary Ainsworth, underscores the foundational importance of secure, consistent attachments in early childhood. For children who've experienced abandonment and trauma – often the very definition of the unaccompanied child experience – these secure attachments have been fractured or absent.  As the American Psychological Association explains regarding attachment, "The quality of early attachments has a profound impact on a child's future relationships and emotional well-being." APA resource on Attachment Theory.  Temporary placements, by their very nature, disrupt the possibility of forming deep, secure attachments.  Frequent changes in caregivers and living environments create instability that can exacerbate pre-existing trauma and hinder healthy emotional development.

Furthermore, the article from Zero to Three we've discussed previously highlights the crucial impact of early experiences on brain architecture.  Stable, nurturing relationships are not just emotionally comforting; they are literally the building blocks for healthy brain development.  Chronic instability and lack of consistent care can disrupt this process, potentially impacting cognitive function, emotional regulation, and social skills.  Permanent homes offer the consistent, predictable environment that allows these young brains to heal and rewire pathways towards security and resilience.

It’s tempting to believe that providing a bed, food, and access to services is enough.  Systems are often designed around this framework: emergency shelters, short-term foster care, and transitional programs.  While these serve a purpose in immediate crisis response, they fundamentally misunderstand the depth of what these children require.  The Children's Bureau of the U.S. Department of Health & Human Services, while supporting foster care, also acknowledges the ideal of permanency.  "Children need and deserve safe, permanent families to provide the love and support they need to thrive," they state in resources promoting adoption and family-based care (see Child Welfare Information Gateway resource on Permanency Planning). The emphasis is not just on safety and support in the moment, but on the long-term, enduring commitment of a permanent family.

Temporary systems, by their inherent design, often create a cycle of instability.  Children move from shelter to shelter, foster home to foster home, experiencing a constant state of flux.  This "foster care churn," as it’s often called, can be incredibly damaging.  Each transition is another disruption to attachment, another loss, reinforcing a narrative of impermanence and unreliability.  As Christian adoption and family care advocate, Focus on the Family, articulates, "Children thrive in families. God designed the family unit to be the primary place of nurture, safety, and love." This theological perspective reinforces the deeply human and divinely intended need for family and lasting belonging.

From a Christian worldview, the call to care for the vulnerable, particularly orphans and those who lack family support, is unequivocal.  Scripture is replete with directives: "Father of the fatherless and protector of widows is God in his holy habitation. God settles the solitary in a home; he leads out the prisoners to prosperity, but the rebellious dwell in a parched land." (Psalm 68:5-6 ESV).  James 1:27 defines pure and undefiled religion as, "to visit orphans and widows in their affliction..."

These are not just charitable suggestions; they are core tenets of the Christian faith.  Providing permanent homes for unaccompanied children is not merely a social service; it's an act of obedience, reflecting God's heart for the marginalized and His design for family.  Christian organizations and individuals are uniquely positioned to champion permanence, understanding it not only as a best practice from a human development perspective, but also as a reflection of God’s unwavering love and commitment “to the least of these.”

If we are truly committed to the well-being of unaccompanied children, we must shift our focus from temporary fixes to long-term, permanent solutions.  This means advocating for systems that prioritize family-based care, adoption, and long-term guardianship models.  It requires challenging the status quo of temporary shelters and transitional programs as the initial response, while also investing in transformative pathways to permanence.

The power of permanence is not just a concept; it's a profound reality grounded in science, human development, and faith.  It is the understanding that for these young lives to truly heal, grow, and reach their God-given potential, they need what every child needs: a permanent home to call their own, a family to belong to, and the unwavering security of knowing they are finally, and truly, home.  Let's advocate for systems, policies, and community responses that are not just compassionate in the short-term, but are committed to the transformative power of permanence for the long-term well-being of every unaccompanied child.
