A Model for Healing and Stability

At PHIG Society, we're intentionally creating "communities of family-style homes" across North Carolina, designed specifically for vulnerable, unaccompanied alien children (UACs) under five. The PHIGS approach is designed to be both effective and efficient while addressing legal mandates, providing survivor-centered trauma-informed care, as well as offering scalability to meet the profound needs of the "least of these". Rooted in our Christian faith and backed by child welfare expertise, our model prioritizes permanency, security, and wholeness for children who've endured abuse or instability.[2][6]

Meeting N.C.'s Residential Childcare Facility Regulations

North Carolina requires residential childcare organizations to comply with licensing standards for group homes or residential facilities, including site-specific zoning, capacity limits, and operational protocols. Building dedicated communities allows us to design properties from the ground up to meet these requirements, such as secure perimeters, on-site supervision ratios, and accessibility for medical services. This proactive compliance reduces legal risks and accelerates our ability to open doors to children in need across the state.[4]

Trauma-Informed Care Through Vetted Neighborhoods

Children in our care often arrive with deep trauma from neglect, abuse, or separation. Our rigorously trained and vetted house-parents provide nurturing, consistent care, but real life demands flexibility. If a house-parent needs to take a child to the doctor, they can confidently turn to neighbors within the community—who are equally vetted and trauma-trained—to step in temporarily to care for the other children in the home. This interconnected safety net fosters trust and continuity, preventing the disruptions that exacerbate trauma. Faith-based models emphasize such "communities of care," where shared training creates a healing environment kids can rely on.[1][5][8]

Built-In Support for House-Parents and PHIGS Families

House-parenting is a sacred calling, but it's demanding. Isolated homes leave families vulnerable to burnout, with turnover rates in foster care averaging 30-50% annually. Our neighborhood model builds an "extended family network" right next door: shared meals, respite rotations, emotional check-ins, and collective problem-solving. Faith communities across North Carolina offer spiritual encouragement, prayer, and practical aid that sustains long-term commitment.[2][4][6] This support boosts placement stability, ensuring children experience permanency, not repeated goodbyes.[8]

Enhanced Security for Vulnerable UACs

UACs face unique risks, including trafficking threats and immigration uncertainties, making well-planned security non-negotiable. Scattered houses lack unified protections like gated access, 24/7 monitoring, and emergency protocols tailored to this population. Our communities integrate these measures while maintaining a warm, home-like feel. This balances safety with belonging, allowing kids to play freely, and build trusting connections to family and friends under watchful and attentive care.[3]

Why Administration is the vital backbone of PHIGS

When we think of the life-changing work of Parham-Hurst International Girls Society (PHIGS), images of loving House Parents, dedicated Teachers, and nurturing Mentors often come to mind – and rightfully so. These direct care roles are the heart and hands of our ministry.  However, behind every thriving program and every transformed life, there exists an equally vital yet often unseen force: Administration.

The Administration team at PHIGS operates behind the scenes, yet their function is nothing short of foundational. They are the architects of order, the guardians of governance, and the stewards of our precious resources.  Think of them as the engine room of a ship – unseen by passengers enjoying the voyage, but absolutely essential for smooth sailing and reaching our destination.

What does “Administration” at PHIGS encompass? It’s a broad scope, encompassing crucial tasks that ensure we not only function but flourish. This dedicated team, including our office staff under the direction of the Executive Director, is responsible for:
  • Strategic Planning:  Charting the course for PHIGS’s future, setting goals, and developing actionable plans to achieve our mission effectively and sustainably.
  • Governance and Oversight: Maintaining a strong connection with our governance board, ensuring adherence to policies, procedures, and ethical standards.
  • Resource Management: Stewarding every donation, grant, and resource with integrity – from budgeting and financial oversight to managing operational needs.
  • Compliance and Reporting: Ensuring PHIGS operates within all legal and regulatory frameworks, and diligently reporting on our activities transparently to stakeholders and funders.
  • Grant Writing and Development Support:  Securing crucial funding that fuels our programs and allows us to expand our reach and impact.
  • Policy and Procedure Development: Creating the frameworks that ensure consistent, safe, and effective operations across all areas of PHIGS.
  • Office Management: Overseeing the day-to-day practicalities of running a complex organization, ensuring everything runs smoothly and efficiently.

These are not glamorous, front-line roles, but they are undeniably vital to the success of our mission. Without effective administration, the incredible work of our direct care teams would be hampered, resources mismanaged, and our ability to serve the girls hindered. The importance of strong administration in non-profit organizations is consistently underscored by experts in the field. As the National Council of Nonprofits states, "Strong nonprofit management and governance are essential to ensuring accountability, transparency, and effectiveness in achieving mission." They further emphasize that "effective administration builds trust with donors, strengthens program delivery, and ensures the long-term sustainability of the organization."  This trust, effectiveness, and sustainability are precisely what the PHIGS Administration team diligently works to build and maintain.

Beyond professional best practices, our commitment to robust administration is deeply rooted in our faith. The Bible provides a clear mandate for order, integrity, and purposeful action, especially when serving others.  1 Corinthians 14:40 reminds us, "Let all things be done decently and in order." This scripture isn't just about church services; it speaks to the very heart of how we should approach all our endeavors, especially those dedicated to God’s purposes.

At PHIGS, we believe that doing things “decently and in order” is an act of worship.  It honors God to operate with integrity, to be good stewards of the resources entrusted to us, and to create a well-organized and stable platform from which compassionate care can flow.  Effective administration, in this light, becomes a ministry itself – a practical expression of our faith that directly supports our ability to do what is best for the girls in our care.  When our administration is strong, transparent, and ethically sound, we build a foundation of trust with our donors, partners, and most importantly, with the young girls who rely on us.

We often celebrate the visible heroes – those at the forefront of direct care. And rightfully so. But today, we want to shine a light on the unsung heroes of PHIGS: our Administration team.  Their dedication, meticulousness, and commitment to excellence, though often unseen, are absolutely indispensable. They are the vital backbone that allows PHIGS to stand strong, operate effectively, and ultimately, to provide the exceptional long-term residential family care that transforms the lives of young survivors. Why house parents are the cornerstone of long-term Care at PHIGS

At Parham-Hurst International Girls Society (PHIGS), we believe in building lasting foundations of hope and healing for young survivors of exploitation.  And at the very center of that foundation, within our 9-Point Guardianship Model, you will find our House Parents. They are not just caregivers; they are the heart of our long-term residential family care, embodying love, stability, and a profound sense of belonging for each girl entrusted to us.

Imagine a child’s world shattered by trauma, trust broken, and the very concept of “family” distorted.  For the young girls who come to PHIGS, particularly unaccompanied non-citizen girls, their journey towards healing begins with experiencing the transformative power of consistent, loving relationships within a family environment.  This is the sacred space created by our House Parents.

And that is what we are!"  Our House Parents strive to reflect this very love, lavishing it upon each girl, reflecting God's own heart for family and belonging.  As the cornerstone of our direct care for each girl, they model healthy relationships, teach essential life skills, and provide the unwavering presence that wounded hearts desperately need to begin to trust and heal.

The importance of family permanency, especially for children who have experienced trauma, is powerfully underscored by faith-based Christian professionals.  Dr. John Townsend, a respected Christian psychologist and leadership consultant, emphasizes the foundational need for secure attachment and long-term, reliable relationships, particularly after trauma.  He states, “Children thrive in environments where there is consistent love and structure, and where they feel safe and known.  For children who have experienced trauma, this need for security and attachment is amplified.”  Long-term family care, as provided by PHIGS House Parents, directly addresses this vital need for security and predictable love.

Furthermore, organizations like Focus on the Family consistently highlight the biblical mandate for caring for vulnerable children within a family context.  They cite scriptures throughout the Old and New Testament that emphasize God's heart for the fatherless and His call for believers to reflect that same compassion.  As they articulate, "The family unit is not just a social structure; it is divinely designed.  Within a loving, stable family, children find the optimal environment for holistic development – physically, emotionally, and spiritually."  PHIGS House Parents intentionally create this divinely inspired environment, rooted in Christian love and principles.

For unaccompanied non-citizen girls who require care extending beyond initial crisis stabilization, PHIGS offers a vital pathway:  specialized long-term residential family care through our dedicated House Parents. Recognizing the essential role of organizations providing initial support – such as shelters, assessment centers, and legal aid services – PHIGS focuses on the critical next step:  offering enduring family homes for girls who need sustained healing and integration. To complement models designed for shorter-term interventions or emergency assistance, our commitment is to long-term family permanency, understanding that deep healing, particularly after the complex traumas experienced by unaccompanied children, often demands consistent, loving relationships lasting years, not just weeks or months.  We are continuously and actively seeking to partner with organizations who are on the front lines of assisting unaccompanied non-citizen children, especially those providing initial intake, legal support, and emergency placement. Our aim is to create a seamless transition pathway for these vulnerable girls, from initial care settings into the stable, long-term family environment we provide. This permanency allows for the deep roots of trust and attachment to grow, creating a secure base from which they can process trauma, build healthy identities, and step confidently into their futures.

Our House Parents are more than just a component of our model; they are the living embodiment of our mission.  They are the everyday heroes, tirelessly and lovingly creating homes where healing takes root, where belonging is discovered, and where young survivors begin to understand the profound truth: they are cherished, they are valuable, and they are children of God.

The PHIGS 9-Point Guardianship Model (shown below) includes 4-key points of direct care and trauma-informed contact with each girl: the house parents, navigators, teachers and mentors. Additionally, indirect care comes from 5-key points of service and support to the girls: administrative staff, operations staff, outside advisors, third-party advocates, and transformational donors who financially give at a sustaining level so all of the above can happen without a hitch.

The goals we hold for the girls we will serve are simple. Bring them into a loving, Christ-centered home and provide them with love and support for every area of life, physically, emotionally, spiritually and academically for however long it takes to see them reach full agency and have the ability to advocate for themselves. All-in-all, the “9-Point” culture of PHIGS is designed to provide trauma-informed safety for the girls, accountability for the staff and transparency for donors and the Governance Board.

The PHIGS Hiring Process

PHIGS conducts all five steps of the hiring process to ensure that we meet or exceed the minimum standards for residential child-care safety regulations and licensing requirements. In other words, we don't rush the process. We trust the process because of our commitment to deliver "whatever is best for the girls." All told, it may take up to six months to become a vetted team member with PHIGS.
